Course Objective
By the end of this session, participants will:
· Understand the major provisions of the federal H.R. 1 (One Big Beautiful Budget Bill Act or OBBBA) of July 2025.
· Identify the specific Medicaid, ACA, Medicare, and tax-related changes (HSA, Dependent Care FSA) — and their implementation timelines.
· Recognize how these changes will reshape access, affordability, and compliance in employee benefits, Medicare, Medicaid, and the American health care system.
· Learn key strategies for supporting clients as H.R. 1 provisions roll out in phases over the coming years.
· Be aware of potential legal, political, and administrative challenges that may impact implementation

This course equips insurance brokers with a comprehensive understanding of the H.R.1’s sweeping reforms to U.S. health care programs and benefits tax treatment. With provisions affecting Medicaid, ACA subsidies, Medicare eligibility, HSAs, FSAs, and more – many phasing in between 2025 and 2034 – the bill will dramatically change the benefits landscape.
Participants will gain clarity on what’s changing, when those changes take effect, and how to help employers and employees prepare. This course will help brokers anticipate client questions, guide coverage strategies, and stay informed on emerging compliance risks – all while knowing when to refer clients for legal or tax advice.
